Suction cups work better on a smooth surface, so it depends on the type phone cover, smooth silicone covers work well, (faux) leather covers, or covers with textures work less well, it depends on the cover. here too: It works best without a cover!
The Pocket Dock has a charging distance of up to 6mm, so it can charge through a phone cover. Note however that closer is better, so it will work best without a cover.
